water dissociation voltage

At what voltage level do you think water dissociates as Stan says instant gas on demand ?
sometimes stan says 1000v across water gap is sufficient, however he also said that he used a much higher voltage step charge in his later systems.
some people who experimented with VICs achieved the following volatges across the water capacitor, and were not sufficient to see the meyer effect:
dogs     -->500v
jlnaudin-->488v as seen on his oscope

it takes a minimum of 13 volts at the cell.
