Some interesting links for anyone who is able to read german. The german community focuses mainly on Daniel Dingel, because the Tüv has confirmed his invention some years ago.
There is also a russian inventor, who uses ceramic plates to split water (like some people wanted to do here too)., there is a movie about it from the tv channel "Phoenix".

The tubes consist of titanium and a ceramic, the rest is unknown, but you see a toroidal core coil (remember the vic?).

Well, if i had to bet i'd say, high voltage ;-)
.. and ceramic to prevent current.
