Use OHM's Law:

I=E/R

You can use a dielectric compound (ie Super Corona Dope 4100 ohms baked) or add a resistor or pot (ie 1000 - 4000 ohms) on to the ground side of the circuit.

How much current or how little do you want?

I= 1000v / 4100 ohms
I= .2439 amps
