A pulse width of 0.6 microseconds doesn't equate to 1.66Mhz. 

If it is 50% duty cycle the frequency would be half that.

The frequency is one full cycle, not just the pulse width.   1 divided by  0.0000012 given 0.6uS width and 50% duty cycle.
