very unclear video, CN

An EEC must be setup like this:
1 set of 2 tubes for creating Hydroxy
On top of them with more then 0,5 inch space another set of 2 tubes.
If you use 1 tube for eec, then you  need the ground of the producing tubes and you will not extract electron for the water, but from your input circuit.
So, the EEC must be a floating circuit!

A SS screen mesh will do the trick also.

How would you go on about hooking that up?

The same way Dr. Dingel shows in some of his videos. At the top of the resonance cavities attached from end to end inside of the cantainor.

Maybe yes, but SS is higly resistance against corrosion and is cheaper like platinum...
Copper will be gone in 1 hour........
