If this works like my original circuit, the output from the resistor will pump electrons from the second cap. The outside of the first cap will have a hv potential. With no output connection on the second cap, a positive charge will quickly build up on both of its plates and the case. (Don't touch any of this, unless everything is discharged.) The nano bubble ignition spark is wired like a spark gap in series with the wire going back to the transformer from the first cap. The output from the positive cap hits the spark gap from a third electrode next to the arc. This produces a very bright, two inch, light blue Ball Lightning. This BL, without a series inductor, produces harmful UV, so use eye protection. And capacitor polarity - indicated by the spot on top - is important.
Don't hook that resistor up to a flamethrower, unless you want to sell a lot of them.
