Anyone knows  about Frank Roberts fuel cell?
I only found the d16.pdf over the internet but nothing more about this inventor.

That looks like pulsed dc electrolysis to me.
The only diff with most setups is the 1 millimeter gap between electrodes. Just like Ravi did.

Still.....i dont believe you can drive yr car 100% on this..

I had a picture up of a FR19 cell....it was the pic of the tub filled with "the cloud"
His was a flooded cell design and the trick was where the connections was made....impressive to me at the time....a long time ago.
I think his main hitch was bringing attention to how if connections where right in a multiple 6-7 cell arrangement the additive effect was very noticeable compared to when they where wrong.
