Do NOT use chlorinated water on your tubes.  Chlorine is highly reactive and will create an oxide on your pipes even thou stainless steel.  This will royally mess up your cell capacitance as the oxides will cause a higher capacitance than what you may be factoring for.

I always remove the water after a test....
