The blue wire overlap was a bit tricky there.
This makes much more sense now!
Please discard my previous posts.
 
Any ideas of what capacitor values should we use?

I've edited your schematic and added the pin numbers.

SN74123 would work because pins 1&2 are connected only one "A" input is required and pins 3&4 would be the single "B" input and pin 9 internal resistor is not used here so 74122 is not as good as 74123...

figure 4 seems to have 4 op amps installed on the VIC CARD instead of 3, that leads me to believe that figure 3 was located elsewhere, on another controller...here is a multisim circuit of whats on the VIC CARD...exactly (almost) like the circuit on FIGURE 4 sheet.

well my wire came in today so I successfully wrapped one choke by hand and it took me about 3 hrs to do...very tiring to do lol...but its with in range of Don's resistance measurements. It's 3,000 wraps and has a resistance of 75.5 Ohms. I compared it to Stan's VIC and it matches up perfect in size. Here's a picture of it.

You can use hand drill to wrap the coils. Simply attach your bobbin in head drill and run drill by hand.
