The guy with the beard is Rick Schneider.That was the Bush Plane behind him that was to be used for the water fuel cell in the aviation market.
Don't remember who the guy in the buggy was.

If you'll note the number 24 and the word "Solar" on the side so it says, "Solar Water Powered Car."
This photo is likely taken just before or after the attempt to run the fuel cell off a huge solar cell that was to charge up the system in the World Solar Challenge.
I have a Grove City Record newspaper article of Sept. 13, 1990 showing Stan, Steve, and Ulf Dahlstrom (Swedish Electrical Engineer) standing with the buggy at the lab with the solar cell and number 24 attached.
It looks like Ulf sitting in the buggy in the subject photo as the No 8. 1991/92 Water Fuel Cell News Release also shows Ulf, Schneider, and Stan in pictures that look like the same time period.
The GCR article states that the Solar Challenge is to run in November of 1990.
I did have a copy of the Race registration roster at one time with Stan's name on it from the race organizers but cannot find it in my files.
As we all know the race didn't happen because of "technical difficulties." It didn't take long after a few failures like this for the court case to arise by impatient investors.
Mathias Johansen is mentioned in the GCR article as well. He was one of Stan's "expert witnesses" in the court case.
