sorry i must be mistaken. Didn't you say if their was only a high possitve voltage field that the molecule would be simple pulled towards the possitive?
 
It seems to me that a high possitive field would have an equal replelling force on the nucleuse of both atoms.  This would mean that having two high voltage fields of opposite polarity really isn't nessesary. I think i read on this forum somewhere that stans negative tubes in the resonance cell had ground wires attached to them, because of this I don't see how they're could be high negative voltage.
 
I dont mean to be disrespectful, i'm just trying to get a better understanding
