He probably could have made fusion work by following the tech details of John Keely from late 1800's. Resonance phenomena with frequencies and ratios applied, in his 114 work shop inventions. He could make like poles of magnets attract, get 51 inches of mercury on vacuum gauge with hollow sphere, generate 23,000lbs water vapor pressure in 15 seconds, built self running fluid motor using water hammer pulses from 4 way shock valves, created lift effect demonstrations against gravity with vibrations applied, etc. Visitors signed documents as being present during some demonstrations.
