Stopping in on my way out, I really appreciated the chance to see this video.  That's a good idea, with the rectangular notch going up to the top on the bigger tube, to slightly raise it's wind chime frequency to match the inner tube's.  (At the voltage/frequency resonance.)  Or, make the smaller tube longer.

I completely agree with him about absolutly not touching the white tetravalent Chromium powder.  Any skin contact would be carcinic.  Even after the 'bake in' hardening.  Personally, I prefer to use a thin coating of zinc oxide paint - from the solar cell industry - to provide the semiconductor band gap which inhibits galvanic activity in the water.  Even copper electrodes don't corrode when the positive electrode is coated.  I'm going to try baking it in.
