It appears to be a clip from a 1980s Broadway Laboratory Archive SM82-003 recording showing the tuning and
testing of the multi-tier electrical particle generator EPG when still in the development stage. (before 1984) and
the NSO circa 1986
Design output was 220 VAC at 200 to 300 continuous amp draw.
