The following video is the latest video released by Inteligentry which will soon offer the Papp Engine but for now they only offer a $350 kit where you can play with the dumbed down version of the engine to experiment with the technology in your own shop.

I thought the dealership model by county was interesting along with the release of open source technolgy. If more people have a chance to see the technolgy and if it provides a number of identical devices that measurements can be made upon,  then this type of technolgy could not be suppressed.

In the case of Stanley Meyers demonstration cell the intrinsic cost of materials for the
cell constuction and for the electronics may be out of the price range for the average home experimenter. The manufacture of 10 to 12 identical units and having them loaned out to experimenters to gather information on performance might provide a wealth of experimental data that could not easily be dismissed. Upon completion of the measurements the units would be returned and loaned to another experimenter.

@Jim:
Yes, the Meyer demo cell is expensive to make for the average experimenter as well as the electronics involved.  The only way I see the price getting more reasonable is if it's mass produced.  Then the materials are bought in bulk and the labor costs come down after setting up an assembly line.  As far as the electronics are concerned; I recently talked with an electronics friend of mine and he said he would be able to make the electronics involved much cheaper with miniaturized IC chips, etc.  It would also make the electronics much more compact so you wouldn't need such a large enclosure.

To provide proof of concept, a demo cell lite, could be manufactured that had only1 to 3 tubes, a standardized electronics board and a suggested protocol for testing and reporting results ( to an online spreadsheet)  Then as more people saw that the results were positive more expensive models would be
provided to experimenters
