In 1986 Stanley A  Meyer used a felt tip and napkins to describe his process to an associate

One of the images below is the backside of the napkin which shows an image previously unknown to the Meyer
Arkive Group. The word host is the imprint from the napkins at the Columbus International Airport which were
used in 1986 when the image was drawn. The bleed through on the document is from the front side which
describes the Electrical Polarization Process

The OCR programs being used can decipher most of the handwriting but a few questions remain
What are the the numbers preceding the word dialectric?

the number seems to be 78,54

Wikipedia lists the dielectric constant of water at 25 degrees C. as 78.54

So it's probably not a comma

The OCR came up with the terms-- dislodge electron,electromagnetic field ,amp resistor,capacitor, inductor,blocking diode,electron,resonant charging choke, and atom (never become ??)electrons,voltage potential  and stanley a meyer as recognisible in the other diagram.
