perhaps this indicates that the resistor sandwich is nonlinar in performance and unlike a linear common resistor???

I'm not sure if I would call it a resistor, per se. A hybrid capacitor or a diode of some sort would be more fitting. Capacitors generally block DC current which is what we want to do. Sort of like step charging a super capacitor, only with much higher volt levels.
