Ima spend 3 minutes explaining whats happening here. This guy makes a colloidal solution with water meaning there are (metal in this case) particles of very small size that are not in solution, then he inserts a slab of another metal in the water and then he puts it in an RF chamber of various frequencies as he says and the waves have 180 phase delay so as to induce a direct current on the metal nanoparticles because normal e/m waves would induce an ac current making electrolysis impossible, this would make for a better overal electrolysis because the stern layers are really small , the water and electrolyte ions form micelles around the metal particles , the metal particles and metal slab should be different metals.
