I think i got a solution to make the fracture cell works... For those who tried or want to try may be of concern!
This patent mention meyer inability to restrict the amps and need complicated methods there to achieve that...
Basicaly consists of a plastic cell where an ac electric field supose to break the water by colision...
The problem is the patent don't show something that works but i guess i found what is the problem.
The problem is that in the circuit provided in the patent the capacitances get permanently charged so they block each other...
I found out thinking about it that if we use a bifilar coil connected across each phase with a diode foward biased to it you not only create a the discharge path but this will reverse the voltage perfectly at the moment where the other pulse from the other phase beats!@

It become a resonant tank! so little consumption is expected..

I think thats why they proppose that kind of signal for controling it, i mean the duty cycle control and the separation between the pulses...
To mention a few the transformers are arranged as flyback..

If i'm not wrong than the electric fields will be in quadrature so theres going to be AC sharpy electric fields than moments of 0 electric field between the pulses...

i´m back on track... the fracture cell theory goes all in agreement with what i came up with... so i´m developing the circuit again but now on pcb
i used a 4017 in back when i tried in 2011 for the divide by two but the wave forms are not exactly the way i wanted,,,
does anyone ever tried?
some one could suggest another way to divide the freq by 2?
