I understand from Stan that he wanted in the first place, the weaken the covalent bonds.
He showed stupid leds, where Anderson and Horvath show sparkgaps.
As proven, sparkgaps can produce soft x rays.
Its proven that oxygen can absorb the x rays in such a way that the covalent bond breaks (ionization)
If you combined the energy from the spark with an electrolysis cell, higher efficiency should be obtained.
That the impact is bigger is a plus, as the hydrogen ions also change into Deuterium isotopes.
It makes all the sense in the world to combine sparks with electrolysis.....

And maybe even add magnetics for getting higher speeds and controlled electron paths....
