ok i beleive this is the answer we are looking for.. we are studying electric which involves the interation of electrons...  aka quantum electrodynamics.. in this pdf is goes into a 9 page description of what i beleive is needed to understand dielectric constants.. 
 
he has a book called

im looking for it.. printed 1986
